Attorney I - Office Practice

o provide effective and independent legal representation as needed for the City of Lubbock, a home-rule municipal corporation and political subdivision of the State of Texas as may be directed by the City Attorney.  

Essential Functions:

  • Perform legal research and prepare oral and written opinions on various legal problems on an assigned basis;
  • Confer with and render assistance to department leaders in establishing departmental policies by applying legal analysis and procedures; and recommend changes in policies and procedures in order to meet legal requirements;
  • Research the Texas Public Information Act (Open Records), review responsive documents, provide legal analysis and advice and draft correspondence to the Texas Attorney General in response to public information requests;
  • Offer opinions as to legal acceptability of contracts and legal documents presented to the City for consideration by third parties;
  • Prepare, draft and review a variety of legal documents including contracts, agreements, resolutions, and other agenda items or documents for municipal management;
  • Conduct complex legal research and prepare written and oral legal opinions for City departments, the City Council, and various boards and commissions;
  • Assist other city attorneys in preparation of trial briefs and pleadings;
  • Perform detailed legal research to facilitate trial brief preparation and rendering of legal opinions by higher level attorneys;
  • Research various city codes to facilitate code enforcement by various City departments;
  • Perform other duties as assigned; and
  • Maintain positive working relationship.

Job Requirements

Knowledge and Abilities:

Knowledge of:
 

  • Principles and practices of federal, state, and local laws relating to local government, along with legal research methods.

Ability to:
 

  • Research legal matters quickly and efficiently, including use of computer-aided research;
  • Communicate effectively orally and in writing;
  • Develop and maintain effective working relationships with others;

Physical Requirements:
 

  • Frequently lift and carry up to 10 pounds;
  • Occasionally lift and carry up to 25 pounds;
  • Occasionally flex upper trunk forward at the waist and partially at the knees;
  • Place arms above, at, and below should height.
